i cannot update my itunes even though i have followed and performed all step itunes suggested

You mean you have follow the instructions in -> Related Article: Update to the latest version of iTunes for Windows 10

Check the Wi-Fi connection.

Turn Off Hotspot.

Turn Off or remove VPN if necessary.

Disable all AV & Firewalls temporarily while you restore your iPhone.
