You cannot view the contents of an iCloud Backup. You can only use the backup to restore a device or to setup a new device. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support


Data that is synced with iCloud can be viewed at www.icloud.com and is the same data that is on your synced devices. Some deleted synced data can be recovered by going to iCloud.com and clicking "Account Settings" near the middle of the screen and then scrolling down to the Advanced section.
