I am having trouble removing adblocker from phone

I put in an adblocker to my phone. I’m unsure where. I’d like to remove it as I can’t get to places I want. Can someone help me?!?

Settings, Safari, Extensions, turn it off there.

Check App Library at the end of the home pages, locate the app, delete it.

Check Settings, General, VPN & device mgmt, if there's a profile for it delete it (in that case it was a nasty VPN blocker)
