Unable to download app
I am unable to download a particular app. I see a message that says "Double Click to Install", but when I double click it return to the Apple Store homepage without installing the app

You might want to check whether App Store purchases can be made ok in your country or region:
Availability of Apple Media Services - Apple Support
Check your Apple ID payment method / eg: credit card date may have "expired", and need updating:
NB: To use the App Store or iTunes for the first time, even if you are downloading a free App,
you still need to have a payment method listed in your Apple ID account.
