I removed my iPad from apple and now my mother wants to use it how do I reset it

How do I resent my very old iPad after having disabled it from apple account about a year ago

Now my mother wants to try and start using it soon

Thank you - but I want to use it. So how do I reset it without an apple account -- how do a set up a new account for this iPad as I erased it - I was going to sell it but them my mother in law decided she wants to try using it

I am kind of stuck
