Uninstall Norton and CleanMyMac. Third party apps that claim to protect, clean, manage, boost performance, etc. are not needed and may cause problems. They use system resources while providing no benefit.
CleanMyMac has been demonstrated to be junk. It just guesses, looking for similar names, and often discards items that were needed by MacOS, and misses others that should have been removed.
You can't un-install an invasive program like Norton with anything other than the software-maker's un-installer. You may have to re-download the Installer to get the Un-Installer. Chasing down all the parts one at a time will take days.
