How do I change age of user on this device from under 18 to an adult age?

See -> Update the birth date associated with your Apple ID
Update the birth date associated with your Apple ID - Apple Support
Or -> Sign in to your Apple ID account page and edit your Apple ID details.
You need to change it from that user Apple ID.
