Transfer contacts
I have set up my new iPad but my contacts did not transfer. How can I get this accomplished?

Assuming that both your old and new iPad are signed-in to iCloud with the same AppleID - verify that Contacts in iCloud is enabled on both devices:
Settings > [Your Name / AppleID] > iCloud > Contacts - set to ON
