Your profile shows macOS Catalina (10.15.*) and Adobe does not support PE 2013 on that version of macOS. They do support Photoshop Elements 2022 on Catalina and Big Sur (11.*). You got your money's worth out of that eight-year-old software.

Please start by telling us what specifically is preventing you from reinstalling the software. What messaged you receive. Did you upgrade your operating system to a newer version? If so, the issue may be that you are trying to install an older 32 bit app when the new OS only accepts 64 bit apps. Unless you provide information which enables us to evaluate what happened, we can not be of much use to you.
