I have forgotten my passcode.Now my phone is disabled and specialists say that the only way to open it is to set it up again by erasing all data. I have my iCloud but it was full and I am scared that I will not have access to new photos.

Once your iPhone is showing "iPhone is disabled," there is no possible way to access the data on it. Any photos or other information that was stored only on that iPhone, and not backed up or sync'd anywhere else, are gone.
