New iPhone but can’t receive texts or calls to phone number only iCloud email

Did you transfer the active service SIM card from your old phone to your new iPhone? If NOT then try that so that the cellular service is moved to your new iPhone.

I turned off old phone

PHone needs to be activated by your cellphone provider in order to use their features.
