Two different numbers

If I have two different numbers from two different countries, can I use with the same Apple ID on two iPhones?

Yes, beware though that any iCloud linked file changes from either phone will change across all devices. But you can also buy an iPhoneSE (11, 12, 13) which supports two phone numbers ... one in physical SIM and one eSIM.
