i've got an unusual situation around migrating my data to an imac that is only a couple of years newer than my current model (2011 high sierra).
the newer one is running catalina.
can i use migration assistant to move all the data and apps from the old to the newer and then update the newer imac to catalina again?
You shouldn't need to update the iMac after migration, the data and apps that are compatible with Catalina will be migrated and the newer OS will not be disturbed. Am I missing something in your post? Move your content to a new Mac - Apple Support

so you are saying that the entire time machine backup of the older mac will recognize a newer OS version on the new one?
that's great! one less thing i need to be concerned about.
