Location Services system preferences not saving since Mac OS Monterey upgrade

Since upgrading to MaC OS Monterey, Location Services preferences are not saving. 'Enable

Location Services' automatically resets to 'on' after restart and system services location services are automatically selected, regardless of my having disabled, ie unchecked 'Enable Location Services' and individual system services prior to shutting down my macbook.

A related issue is that each time I start up my macbook a prompt appears saying Calendar would like to access my location. I say 'allow'. After a restart this preference is lost and the message appears once more requesting Calendar access to my location. While it is annoying to see this prompt after every startup, more disconcerting is that if I uncheck (ie deselect) 'Enable Location Services', on subsequent restarts the system automatically resets to 'Enable Location Services' and most System Services (though not Find my mac). Calendar Location services is always unchecked after restart.

I've tried starting in Safe Mode and also running First Aid in Disc Utility.

Can anyone offer a solution? Both to the issue of saving preferences and also stopping repeated requests for Calendar to access my location.

Hi

Maybe I am being unclear. Also, I'm not sure what you mean by 'disabling the location service and calendar prompt with the service off is expected'.

It makes no difference whether I select or deselect Location Services in System Preferences, after I restart my macbook Location Services automatically enabled, but enabled for System Services only and all System Services are automatically selected apart from Find My Mac which is not selected. If I select location services for 'Find My Mac' this is reset, ie deselected after the macbook is shutdown and restarted in a similar manner to selecting location services for Calendar preference won't save after restart.

Thanks, but 'Time to leave' is not enabled in Calendar. Neither is Holidays. Both are unchecked but the prompt still appears after startup each time. It makes no difference what I select under Location Services my preferences are lost on restart, unless these happen to coincide with what is automatically selected, which are all of the system services apart from Find My Mac. Calendar location services, where selected, are always lost after startup.

I've tried resetting the NVRAM which I was advised to do after contacting Apple Support, but this makes no difference. The next option they advise is to reinstall the Monterey software.
