Can you opt out of Safari start page?

How do I stop Safari from using its start page. I want to go to my homepage when I open Safari, not its start page.

MacBook Air 13″, macOS 11.6

Make sure new windows and new tabs open with homepage is selected at Safari > Preferences > General

Thank you, I tried that, but it still opens with the Safari start page If I open a new tab it goes to the homepage I selected. The problem is when I click on the Safari icon to open Safari the first time it always goes to its start page. I want it to go to my homepage, not the Safari start page. .
