How can I turn off the I cloud encryption feature?

You cannot as it is not under user control. Apple’s iCloud system is designed to use encryption and that cannot be altered or disabled.

iCloud has nothing to do with how any web browser or any other app you use accesses internet sites. If you’re having trouble connecting to web sites, it is both because you have or use an iCloud account for data storage and sync.
Thank you for responding. The encryption feature seems to be blocking sites I regularly use and I don't know how to fix that. Have you heard of this before?
