Hello, I am preparing to get ready for a new iPhone 13 pro. I got a message about to update the old phone to iOS and backup data to iCloud before pickup new iPhone. My question is should I update my old phone to iOS15 first or to backup first?

There is no right answer here. You can do either and be completely fine to restore your new iPhone with the backup of your old iPhone. Given the situation, my recommendation is that you backup before you update your old iPhone. This will protect your current data should the update to the new iOS go wrong.
