One specific website I get a message "you don't have permission to access <website> on this server. It happens in both Chrome and Firefox. No other website is affected. I do not have a VPN. Help please!

Maybe the site is configured to not allow access to everyone.
Maybe you installed a third party app or extension that is preventing you access.
What site?
The site is IRS which I have visited scores of times because I owe them money! I did not knowingly add any browser extension or app. And same thing happens across both browsers. It IS browser related because I CAN get to the site via Safari. I've tries all the regular stuff: clearing caches and data, restarting, etc.
