When to get a newer phone is totally up to you and your needs.
If you think it's getting slow and it's time for a new battery, you may just want to upgrade instead.
As Lawrence suggested, you can get a new iPhone SE 2nd gen which is comparable to your iPhone 6 for a relatively low cost.
You'll see in the link below that the form factor is nearly identical to your iPhone 6, but much newer guts.

Your understanding is not correct. iPhones have never kept track of your location and travel, beyond what all cell phones do by law. Find My (which your current phone has) will show YOU the location of your phone when you ask. And if its battery is low Apple will save the last seen location (if you enable this feature). But it does not track the phone other than these. iOS 14 has an added “crowd source” feature that you can optionally turn on. If you put the phone in Lost mode it will report its location to other iOS devices that come within Bluetooth range. But those devices simply forward the encrypted ID of your phone to Apple, who then forwards it to you. No one (not Apple, not the owner of the forwarding phone) knows which device was detected except for you.
There’s also a feature in iOS 14 that lets you block apps and websites from knowing the ID of your device, so they can’t share it with other websites and apps. A lot of sites try to bribe you with free features if you disable this feature; it’s a question of how much you are willing to sell your soul.
One way that businesses track you is to note the Wi-Fi address of your phone as you come within range of their networks. Apple has fixed this also; your phone “lies” about it’s Wi-Fi address, and provides a different Wi-Fi address each time it is “asked”. You can disable this feature also if you truly want to be tracked.
On the general subject of tracking:
Apple is about the only business in the world that does NOT track you.
I wanted to know since the IPHONE 6 Plus can not update past the 12.5.4 is it vunerable to this new security breach ?
I really hate to buy a newer phone but if I can not update; then more and more apps will not work or be able to be downloaded?

Regarding the fact that that my Iphone is older when does it make sense to get a newer phone? Thanks in Advance for your thoughts. It is beginning to get slower. I know I have to replace my battery. Little things like that
Your phone is over 7 years old. That’s like 100 years old in Internet time, so it’s time to replace it. If it generally meets your needs a good choice might be an iPhone SE, 2nd edition, which is the least expensive iPhone but still way more advanced than your current phone, and it will run the latest versions of iOS (including 15 when it is released).

Curious about the tracking issues on the newer phones is there a way to turn it off or is it just part of this new tech.

My understanding is the newer phones automatically keep track of your location and travel... Not hiding anything just do not like that idea of being tracked. Old school mindset I guess. I do not trust any government...

but you have the ability to disable apps from accessing your location, as you should with your current iPhone.
Also, if you are that concerned about a government finding you via your cell phone, you should get rid of your smartphone altogether. From what I understand, any modern cell phone that can call 911 can be tracked.
I'm not aware of anything about a newer iPhone or iOS that somehow allows the government to start tracking you.
Thank you sir, I am aware of 911 and such. Was not 100% sure if we had the option and or ability to turn off certain apps. I know they can triangulate to find someone in case of emergency ect but just did not want to provide more than I am comfortable with. That is why I use Apple products versus Google or anything else. An iPhone 6 plus can only be updated to 12.5.4. It doesn't have enough RAM to run a newer iOS.
my understanding is that the security breach applies to iOS 13/14. an iPhone 6/6 plus cannot iOS beyond 12. So you do not have to worry about it.
The vulnerability only affects iOS 13 & 14. If you are running 12.5.4 or older, you are immune.
