Family sharing iCloud

It seems that with 50 GB icloud space I can not set up family sharing. Is that correct?

Your current iCloud storage plan has nothing to do with setting up Family Sharing. You will probably have to increase the storage plan if you have at least three members in the family set up, and you want to share iCloud storage, but you should be able to set up FS regardless of your storage plan. If for no other reason, you don’t even have to share iCloud storage so your current plan shouldn’t matter.
