if i deleted a photo from icloud photos on my pc will it also be deleted on my iphone?

I am trying to understand more about how icloud works, i know for sure if i deleted a photo from my iphone it will be deleted from icloud website but does it work the same for icloud desktop photos?, I mean if i deleted from icloud photos will it reflect on my iphone?
