Try asking apple if your iPhone 6s is able to get any new software I know some iPhones are unable to update to the latest update if your iPhone is able to get new software but unable to update contact apple and get a case number

Hi tarique, don’t be concerned about your iCloud being full. Software updates are installed on the internal storage of your iPhone, not in iCloud. That being said, may you please go into Settings -> General -> iPhone storage and tell us how much storage your phone has and how much of it is available?
While you can ask Apple, they will say the same thing that has been posted in this thread already. An iPhone 6S can be updated to the latest version of iOS, which is iOS 14.6.

You MUST be connected to WiFi to update over the air.
