Follow the instructions in the related article link to use the flashlight. It sounds like you want to use the camera app but have the flash on all the time. I don’t think that is possible.

That’s what I want to do. Have the light on so I can see, then take a picture. Pretty simple thing to want.
Found it. The magnify widget does this. Opens the camera, then lets you turn on the flashlight (aka torch), and take a pic.
