Can I turn off 911 calling?

I want to get my elderly Mom an Apple Watch as I'm concerned about her falling or getting stuck somewhere. Is there any way to turn OFF the automatic 911 call and instead just have her emergency contacts notified (calls or texts) if she falls or needs help? We do NOT want 911 called in these cases.
