iCloud lock not removing

so I bought an ipad mini 2nd gen and the previous owner said they removed it and that it doesn't show up on their account, however, it's still locked.

Ipad is locked I bought an ipad 6 and started using it with my i cloud and today i formatted it to empty it and when i entered my i cloud it doesn’t work and says icloud lock and wants me to enter an icloud that belongs to the original owner who sold the ipad to me i guess.. but i dont have contact with the man what should i do!!!!

they said that they removed it from "find my phone" still the same issue.

Apple's servers didn't properly process the removal. Only Apple is able to unlock it now.
