My iPad won’t sent text messages to non apple users

Hello, I have an 8th generation iPad software version 14.4.2. When I text someone that doesn’t have an iPhone the text fails to send. If I turn off iMessage in settings and try to send a text I have to sign in and then iMessage is back in again. I can’t get rid of the screen that has me sign in. So how do I resolve this issue.
