I purchased a song from iTunes and then downloaded the song. I want to use this song as my ringtone but I can’t find it under sound and haptic. What do I do?

Yes, a ringtone version of the song if it's available.
You can also create one yourself using GarageBand, read here => Create a ringtone of your Logic Pro or GarageBand for Mac song - Apple Support
You need to purchase a ringtone not a song.
FYI: Ringtone is short (38-40 seconds)

In addition to what ckaun said, you can convert existing songs in your music library that you bought from the iTunes Store to ringtones. Search the App Store for something like "Ringtone Converter".
