It is simple to make a chart with one data point. Use the scatter chart if you want it to be horizontal, it is the only one with a true X axis based one the value of the X data. Your data point is the X value. The Y value is a fixed number. For a vertical chart you could use the line chart with one category and with the Y value being your data point.

There is just one number. It's the most recent entry, with an entry every 3 months. That's it. The range goes from -50 to +50.
I'm simply after a bar graph, but without a bar...rather a single icon (circle) indicating the result, which in the below graph is -8.52.
It could be done with a stacked bar chart slid underneath or with a few rectangles. This one is a stacked bar chart. It did not seem to be part of the revised problem description so I didn't bother with it earlier.

Yes, I was thinking of a stacked bar graph but then I was confused by the revised problem description with negative values on an X axis with positive values.

The original chart wasn't mine...just one I was trying to replicate. For the background colours I'm just going to do advanced gradient fill and figure out where each block starts/ends by putting in the relevant data. Like Badunits below, though it will fill the whole space.
If I want it exactly the same (with a gap between the bottom line and blocks, I just use a few rectangles, as again suggested by Badunits below.

I thought Scatter graphs should work, but couldn't figure out how for the life of me.
