How do you mute notifications for an app from the settings -> app name -> notifications? There is an option to pick a sound but none to turn off sound.

It depends on the settings inside that specific app. What app are you talking about?

Or, if you want to mute all that app's notifications, go to Settings>Notifications>[that app] and disable "sound" option.
