Neither of these commands are working properly on my M1 running Big Sur. When I say either new line or new paragraph, it inserts a space. Not until I click 'done', does it insert the carriage returns. And it will insert them at my current place, not where they belong. I have had this issue across many versions of the OS, I'm surprised it's still an issue. Thanks!

We'd love to assist you with using dictation on your Mac. After you say “new line,” the dictated text appears when you’re done dictating. It does not appear while speaking it after you have said that command. More info can be found here: Dictate messages and documents on Mac

Your suggestion was helpful for TextEdit, but not for other applications. For instance, when I am dictating into Gmail or Yahoo mail, 'new line' and 'new paragraph' do nothing. After I complete my dictation, it's just one block of text with no paragraph breaks. Thanks for your help!

Thanks for testing. Have you tested the issue in other Apple applications. The reason we're asking because we're unable to troubleshoot the feature inside of Gmail or Yahoo Mail apps, but this is something we can isolate inside of the Apple Mail app, Pages, etc to see if the issue is the same.

Hello. I have tested it in Pages and Apple Mail, and it works correctly. It also works in LibreOffice. But it doesn't seem to work correctly in many other applications.
