Why can't I open my passwords?

I can't access passwords or add a new one. I get a message:

"Passwords Are Locked"

To unlock passwords, enter the password for the

user "Frank Dillon".

I do this and nothing happens!

Have never seen this before. The Admin Password for the Computer would be the same Password for the Safari Password listings in Safari Preferences. That unless - per chance - you have Locked your Keychain with a Different Password.

When on iPad and do similar you say it works ! Very Very strange.

The app is Safari. I logged into my iMac with my administrator password every day. The panel that shows up when I try to login to my passwords doesn't look like the previous login window from mojave, changed when I upgraded to Catalina. I enter the password and click onto the password icon on the screen. Nothing happens. It doesn't ask if I forgot my password so I could change it if the password is the problem. I always used my administrator password to login into the passwords and I didn't change it. I can't add passwords or enter to check older passwords. This is happening on my iMa, my iPad has my passwords still intact. After my password failed on the iMac I did type it in numerous times and it still didn't work.
