If the issue is with internal storage, he will need delete data off his phone to gain back memory.
IF the issue is with icloud - then he can purchase more icloud storage to backup and sync to the cloud.

My IPhone 6 is acting weird it has been filling in numbers and letters on my texts and the storage is full and I want to pay the .99 a month but don’t know how to add it.
i did turn it off and restart it and was able to make a call but it it seems like I have to turn it off than on.
could you help me add storage
As noted, you can’t add storage to any phone. If you need more space, you will need to delete something.

my husband has an iPhone 6 plus and he has been trying to get more storage on his phone. His phone also indicates that iPhone storage is full. What can we do to correct this?
