Hi. I bought an iPad mini off my dad to help with my sons home schooling. I have went through all the steps to set it up but when it comes to setting up my Apple ID an error message comes up saying can not connect to server. I wanted a new Apple ID for my son so mine and his would be separate. Why can’t I do this?

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
Backup - Restore your device from an iCloud or iTunes backup.
If 13 years old or older.
If under 13 years old, you will need to set up Family Sharing to create an ID.
Family Sharing and Apple ID for your child.
