Troubleshooting this:

Contact the seller: Apple or a third-party, ask for support.

A. Apple:

Contact Apple Support:

Note: Phone calls are taking a bit to go through at the moment, due do lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

B. Third-Party:

Seems you were scammed, though a full assumption on my part. So, just where did you make this purchase? Was it at a...

  • Web Site?: If purchased off of a Web site (i.e. eBay), then contact them and see if the seller can be held responsible, and if you can get your money back.
  • Retail Store?: If purchased at a Retail- Store, ask the M.O.D. (Manager On Duty if they have the code for this particular iPhone.
  • In-Person?: If purchased in-person, then there may be nothing you can go about this. See if this can be investigated a step further, by contacting [whomever].

C. Take this as a Learning Experience - The next time you plan to move forward with a purchase, have the seller go here: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch. Be certain you can log into it before handing over the money. Once all is set, then make the transaction. It the seller choses not abide by those rules, then don't handover the money.
