My iPhone 6s Plus has been stolen and I want to report it stolen so it can be locked until I get a new phone.

You need to report your stolen phone to your local law enforcement agency. Apple does not get involved with a stolen phone's recovery. The ability to "lock" your phone, would depend on, whether or not, you had enabled "Find My" on it before it was stolen.
