My Iphone & Ipad says my software is up-to-date but i only have iOS 12.5.1 is there any reason why this is so, Iphone is a 6 & Ipad is a iPad Air.

The iPhone 6 and first generation iPad Air don't have enough RAM to run 13 or above. Newer iPads won't be running 12.5.1.
