I don't believe Safari can be deleted from your iPhone..

What is your iOS software version? (Settings > General > About)

if you are using iOS 14, maybe you 'removed' Safari?

From your Home Screen, swipe left until you get to the App Library.

Swipe downward and you'll get an alphabetical list of your apps you can scroll thru.

Or just type Safari in the search field

Once located, tap/hold until it raises/selects, then drag it and it'll pop out to your Home Screen
