HP claims that there is a connectivity fix , in Catalina OS 10.15.3.
I run OS 10.15.7... I downloaded 10.15.3, but am not being allowed to install it on my iMac.
Is there any work around?

Yes...for Catalina... because HP's site said that OS 10.15.3 had a "fix" for the "non-connectivity".
Funny thing: Two days ago Iturned on my beautiful 27 inch Mac 5K and hit "Scan" on my Easy Scan app in my Dock.. and it scanned a bunch of docs, all together, no problem.
So, either Apple or HP sent me an update overnite, without telling me, or a miracle happened. (The document feeder on my HP 8715 officejet is the gizzmo that saves me lots of time. I love it when it works.)

That "fix" is about 6 to 8 months old, and is rolled into the version you are running.

HP revoked all of their developer certificates, so the software is now not trusted by the OS. There should be an update out by now that should restore functionality.
10.15.3 for what? Catalina? You cannot install an older version over the top of a newer version (10.15.7).
Check Software Update. HP has issued new drivers that are available through macOS’s Software Update preference panel.
