Since updating to iOS 14 when an incoming call not in my contacts comes in it displays the phone number and “United States”. Before the update it would display the number and the city and state. When I go to recent calls it shows city and state, why is this not displaying when the call comes in?

If this occurs with all incoming calls, you'll want to reach out to your carrier to look into this.
If it only happens with some callers, check that your iPhone is up to date: Update your iPhone, iPad, or iPod touch
If the issue persists after updating, check for any carrier settings updates: Update your carrier settings on your iPhone or iPad
