I want to change my region

I really would love to change my region so I could put my card but first i have to spend the 0.12$ that i have and there literally nothing with 0.12$ i need help please.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
