my passcode is not working. i've turned phone off and restarted and still nothing. i have entered several times and am not unable to attempt again for an hour.

it keeps resetting the disabled time to 1 hour
Try the steps again. I have seen reports that it sometimes takes it 2 or 3 times to complete the process.
