Songs that you rip from CDs or download as MP3s can be added to the same iTunes/Music library as songs that you purchase from the iTunes Store.

Yes, as long as they are all ripped or downloaded to your iTunes or Music library. Make sure you have Sync Library checked under Preferences; when you connect device you have the option of manual or entire library, Alternatively, you can choose this to be done automatically by turning Sync Library on on your IOS device.
