How can I uninstall 32bit programs that no 'uninstall program' is available from the developer?

I have a very old version of Photoshop Elements12.. that has stopped working, Adobe has been less than helpful... how can I uninstall the program without an uninstall program? Can I delete it manually?

In addition ...

I found this article on Adobe's website about uninstalling Photoshop Elements ... but it's possible the PSE12 uninstaller may also be 32-bit in which case it won't run if you're already on Catalina.

On a Mac, you don't necessarily need an uninstall program. Most apps can be removed just by dragging them to the Trash.

For full disclosure, it's possible a number of preferences and other associated files may be left behind when you drag an app to the Trash but rarely do these ever pose any problems (because they're never used again after the app is deleted).
