my display settings keep reseting every time it sleeps

I have a Mac mini (2018) when I updated my computer to Catalina after I did this I turned off my computer. When I turned it back on I my monitor said the display was too big so I went to my tv plugged it in and I set the under scan to 100% and set the res to monitor to 1600x900 when I went back it still didn't work. the only was it does is if I keep the power plugged in and don't turn it. off when I do it.

Mac mini, macOS 10.15

Try to reset SMC and especially PRAM.
