Any computer running the latest version of iTunes or a Mac running Catalina via the Finder, can be used to erase the device. If you have a friend or family member that has a computer, ask them if you can use it to restore your iPad.
If you don’t have access to a computer otherwise, you will have to take it to an Apple Store or an AASP for help.
If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support

If your iPad is disabled, or you have forgotten your iPad passcode, you’ll need to follow this process:

You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).

Unless you AppleID account has not been fully/correctly configured, or has been seriously neglected, recovery of the AppleID and password should not be difficult.

Hi, thank you for your answer. I have a Dell windows 7 and it has itunes but I hadn't connected the ipad to it and the cable doesn't fit because it's not usb.
If you don’t have the adapter to connect the cable, you will have to either purchase one or take the device to an Apple Store for help.
