How can I sync photos from my mac to my iPhone?

It keeps on saying turn off iCloud photos which i already did for both device, but it just doesn't let me sync and continues to stay on the "turn off iCloud photos".

Are you certain it's asking to turn off iCloud Photos? If you want it to sync between iPhone and Mac, iCloud Photos has to be turned on on both devices.
