I understand that you need help locating the serial number of your iPad mini so you are able to contact Apple Support.
If you can't access Settings because you cannot get into your iPad for some reason, there are other ways to locate it. See the following support article: Find the serial number or IMEI on your iPhone, iPad or iPod touch
If you press "See your devices" on getsupport.apple.com and sign in with your Apple ID, you may be able to contact Apple Support about your iPad mini through there.
