Try cleaning the smart connectors on the back of the iPad, with a microfiber cloth. Plugging in the USB C cable to the Magic Keyboard provides pass through charging for the iPad, which leaves the iPad charging port free for other things you may need to use, such as a powered hub.
I may try that.
In a separate search I found advice to install the 13.4 update to iPadOS... on mine there was an update to 13.5.1 ready to download, so I’m letting that install now. If that doesn’t work I’ll try cleaning the contacts.
Great. Enjoy the new Keyboard. I absolutely LOVE LOVE LOVE mine! Now go out and google Magic Keyboard gestures and how to program shortcuts, of which their are loads. You can also watch boat loads of videos on how to get the best use from your keyboard. I've programmed lot's of shortcut options on mine.
I had no idea either, the iPad was bought online from Groupon. It worked fine (what little I did with it, anyway) until I attached the keyboard.

The new iPad Magic Keyboard has no internal battery. It is powered from the iPad, or indirectly via the USB-C pass-passthrough power connection located within the hinge.
Okay, but so far the keyboard and track pad are not responding even with the USB-C cable plugged into the keyboard. And the “not charging” message is on the iPad screen.
There is NO charging required for the Magic Keyboard. The keyboard gets power directly from your iPad and there is NO battery in the keyboard at all.
As I said, regardless, the keyboard is not responding.
It never occurred to me to see if you were at least updated to iPadOS 13.4. If you weren't, your keyboard wouldn't work correctly.
