My old videos and photos wont load its always saying error and cant load and its blurry like buffering and i dont know what to do to fix it

Blurry Photos When going through my photo album, all my old photos have very blurry quality when they defiently were not like that before. Have you tried playing them when on Wi-Fi and charging without power saver mode? Btw are they in Messages or in Photos?
