I just bought an iPhone 11 from an iPhone SE (later model) and on my contract it says I should have 64GB yet my iCloud storage is still remaining at 5 from my old iPhone, is it because I used the same iCloud account?

I am sure the 64GB reference on your sales slip is the phone's storage. Your carrier would have no knowledge of how much iCloud storage your account may have.
